Principles
To integrate rainwater management into placemaking, those involved need a set of working principles.
The following set of principles ensures that all design decisions support a development plan while providing robust stormwater management options:
1. Rainwater is a valuable resource.
2. Water management infrastructure is an integral element of neighborhood design.
3. The foundation of a stormwater master plan starts at the lot.
4. Engineering elements must not detract from character- or location-defining elements of the neighborhood.
5. Streets play integral role in generating runoff and can help filter it into the ground.
6. End-of-pipe elements will be designed as carefully as the architecture or urban design.
7. Vegetation and managed terrain must be supported by permanent management measures that provide long term support for the ecosystems.
Following these principles and taking context into account, results in a the generation of a palette of stormwater design options that are more creative. Landscape, planning and architecture elements arising from the site's context will enhance all components of a plan and especially public spaces and the civic realm.
Methodology
Working on site with a diverse team is the best way to ensure a robust and innovative plan. Charrettes offer short feedback cycles and an inclusive approach to site design and yields an improved result. Considering the intrinsic benefits of rainwater — both as a natural resource and as a visual element — leads to using water in a way that is more than just a decorative element or mere ornament. Inclusion of water elements should be beautiful and functional while serving multiple purposes; these decisions are should not be left solely to engineers or to city public works departments. Stormwater management is part of a civic art that makes a city great.
